Condolences are always given. They are paid in cash and not a small amount. Money is also spent there rebuilding schools, clinics and paying for school supplies, and food & etc.
No matter what they are paid, nothing will take the place of a love one. War is horrible and the innocents always pay the price, especially the children.

The real issue is far more Iraqis are killed and detained by the radical sectarian insurgents. Let the Iraq government pay that compensation.

it raises the point that what powers do solgers have over civilians as far as i recall they must hand over civilians to civil authorities
if in uniform a solger subject to mil law
if in civil clothing but still a solger as a spy
if this process not followed it becomes a war crime
