The girl is right here. The fact that the boy's friend did it does not automatically call for similar advance from the girl as much as its abscence does not establish that she has an affair. The boy has to act more intelligently and in a more mature manner, if otherwise both approve of each other.

First of all do they even like each other. I think it's more than resisting a kiss. A kiss will not prevent a girl for not wanting to marry. Your friend and the boy need to let each know how they really feel for one another.

The guy might have thought that he won over her even before things were finalised. He shouldn't have asked for the kiss in the first meeting itself. Be it a meeting for finalisation of a marraige or just a casual meeting, girls don't like guys who ask for the kiss even before they know each other properly...

The boy should not have been so hurry. And if nothing has been finalized, his request for a kiss was unnecessary and cannot be accepted by the girl. She would also doubt that he might have done it with other girls also. So do not proceed with this proposal. Find another boy.

It is not the right doing by the boy: but if she knew well about the boy, family and actually he has performed this action in a frustration: and if he realises and explain, she can accept:

What country is this happening in?? Certianly not anywhere in North America I hope.
The young fella needs to cool his jets a little bit. Let this poor girl have some space. She obviously isn't impressed by him...if the parents force this they are messed up.

He is not the right guy for any gal.. He got to change his attitude before he thinks of marriage.. So childish and does not accept that he is in the wrong.. God!! I think think the girl thought the boy was taking too much liberty. I do anyway. She reacted and made a decision. That was it. I would respect her decision and I would stop any attempt to escalate this aggressively.
