why or why not?

i was thinking that i could dig out the grass and then wait until end of spring and spray with weed kill any grass that still comes up in that area.

is this a good time and plan?

The best time for digging new beds is first when the soil is on the dry side.What you don't want is to dig when wet because this will only serve to impact the soil .Secondly try to dig out the beds a good few months before planting and incorporate some well rotted manure or compost .Giving time for the bed to then rest will allow the nutrients to get down into the soil.
For us here in U.K./Ireland we would tend to dig out in autumn and let the bed rest overwinter.That way few new weeds come up at that time of the year and we're ready to plant in the Spring-or late winter if appropriate.
If you are digging out from a lawn dig deep (2 spade depths) and dig trenches.Take off the sod first and use this in your next trench (parallel to your first) by placing sod grass side down deep into the bottom of the trench.Over time the grass will rot and provide automatic feed to the roots of what you are planting with the added benefit that you've disposed of the grass in doing this.
(Double digging)
By doing this you will have no new grass emerging other than what sprouts from seed sown blow ins.

You can certainly dig out the grass now that would not be a problem.
Once you have dug the patch, and turned it over buy an hoe and just weed weekly.

Spring's a great time to dig out and prepare new garden beds. When the nurseries begin to get their stock, you'll be ready to plant the garden. Getting an early start is always good.

You are on the right track...I do this all of the time.I really do not think that you have to spray with weed kill, I never have. Figure out your garden shape....Outline it with a hose.With a flat tipped shovel cut out the design...Then cut the sod in straight lines,then chop a 1 foot intervals.Lift off sod..Put this sod somewhere upside down...You can create a berm with this..Then amend the soil...VOILA...New Garden!!!... Spring or late winter...This does not matter,as long as you can work the ground...Have FUN!!!

Don't spray with weed killer or you will be unable to plant for 12 months. Dig out the grass now and keep digging out any tufty bits as they grow. You;ll soon have a bed worthy of beautiful flowers and shrubs. Good luck its hard work.!!!!!!!!!
