she is sent to a mental institution because of her talking about OZ
but she escapes with another girl,and they fall into the river and she is swept back to oz,where the new witch has a collection of heads that she has taken from her victims,only the heads are still alive,and she can change them at will,she escapes from the witch with help of a pumpkin headed scarecrow and a wind up robot named tick tock and a flying couch they built.
she thought the other girl died in the river,but finds her also in OZ,and she is actually the queen and is named ozma,she is also the pumpkin headed scarecrows creator(mom)

Are you thinking of the 1985 Return to OZ? This movie stars a very young Fairuza Balk. Dorothy meets Jack Pumpkinhead and a wind up robot called Tic Tok. That movie is awesome!!! I always liked the room the evil Mombi had with all of the different heads. :)
