If the players wanted to be on time to Spring Training, they could start the Visa process earlier. It is no big deal going to Florida; they have great weather already. Why not blame the two governments and get out of the early spring workouts?

Organized baseball as a whole has only a given number of visas allowed on an annual basis. Organized baseball means every one of the 30 organization, not just the major league teams. The visas are allocated by MLB to the teams

Each team must then decide which of it's players should be allocated a visa. But delays in paperwork can happen at any time. And every time that the rules change in any country, it also causes delays.

What you're really asking is for someone to explain the policies of each and every country with at least one player employed by an MLB organization. You're also asking for those policies to remain static, and in some cases, you're asking that of countries that don't necessarily recognize the concept of rule of law.

Dejan Kovacevic, the baseball writer for the Pittsburgh Post-Gazette, talked about this in his Q&A column today. He wrote,

"My understanding is that players would not have these problems, except in a few extraordinary cases, if they simply booked their trips out of their countries a little earlier. And this should go double for those coming from countries where such problems are common. Most notorious is the Dominican Republic, but there are others, including now Venezuela, which apparently is being affected by the mounting political differences with the U.S."

Simple answer... The whole government system for getting a visa sucks and takes so long for no reason whatsoever.

Because a lot of them lied about their age to be able to start in the Majors in the first place.

Because they haven't consulted with the Mexican players to get around it......
