It means nothing.just a catch. Used to be you could paddle a kid. Now it means you can have a teacher conference with parents that expect you to raise their child but can't understand why you are doing such a poor job.

Where I live it means the unions have gotten the teachers over 95% of the entire school budget for salaries and benefits. That's sure empowered compared to the students or the maintenance requirements of the buildings!
