Traditionally speaking, you receive beads by flashing your breasts. However, that isn't a "requirement" anymore and those involved with the parades now cast off the beads to basically everyone they pass.
Another option of course is to buy the beads, but I'm assuming that isn't as much fun. :-)

You can just get them. They're everywhere: on the ground, hanging from wrought iron railings, people drunkly toss them about or lose them, and lastly you can buy as many as you want at any gift shop, and there are hundreds.
