I'm not sure, since the man (Arnie) is now Mayor of California. But I heard rumors that he might consider doing it, since he got his fame mainly from the Terminator Sequels.

Yes, there are plans for one, however there is debate on whether the Governor of California will star in it, or for that matter, play any part in it.

The talk of T4 has been that it'll be a pure sci-fi movie, and that Governor Arnold won't be in it. This also comes with a new cast, no Clare Danes or anyone else from T3. Last check on the movie, it was the purgatory called `in development'.
On rumors, Arnold was rumored to be doing True Lies 2 in 2005-2006, it didn't happen. Maybe when he leaves office in a few years we'll see him relaunch his movie career? If Sly Stallone can do Rocky 6, Arnold can do T4 and TL2.

There are talks of it.. It can't be done while Arnold is still Governor of Caleeefonia. There were also a discussion of him not staring in it and serving as an adviser.
