she coming to Kuwait with return ticket. from kuwait she want to go to UAE on another flight and another ticket.

Age does not matter for visiting UAE.
Just don't know if I get you question right.
Sure she can come to the UAE. If she wants to visit the UAE she needs a sponsor which can be a hotel, a UAE National or a friend/family member with UAE citzenship who has to obtain a visit visa for her.
Transit passengers, provided holding valid onward or return documentation and don't leave the airport do not nee a transit visa.

she can visit UAE but u wil have to find a sponsor for her visa first .
travel agent can advise u on that with whom u may do ur booking .
