I am not a doctor or anything, but my little girl had gas really bad and she would draw her legs up like that. Try talking to your doctor about it he may want to change his formula. What I did with my little girl was lay her down on the bed and kind of roll her around from side to side. that would calm her down a little, also if you take a little receiving blanket or towel and put it in the dryer and get it warm. lay it on your baby's belly and lay him on your chest. I would also change his bottles to something like the Playtex liners, something to make sure he wasn't sucking in to much air, and make sure you burp him really good. You could also try to give him a little bit of sugar water, (about 4oz of water and about a tsp. of lite corn syrup) it will make his bowls move or some mylicone drops, gas relief.

At four months... hmmm... The other posters are right.. could be colic, although it's a bit late for that to show up. Could be he's teething... or could be he's hungry. If he weighs between 12-14 pounds, it might be time to start him on a bit of cereal... I always used oat cereal with my little ones, instead of rice. My kids had colic, and the rice cereal always plugged them up. Oat cereal was easier on their tummies... and filled them up nicely. Just a 1/2 tsp in the nighttime bottle, for starters... or if you're breastfeeding, just mix up a couple tsp's, pretty runny, and let him suck it off the spoon.

It sounds like gas. If baby is lifting legs ... we had problems like that but soon after 4 months it was gone... Good luck!

could be in pain from gas... but if you are worried tell the doctor. I would think colic myself. Try soft music. Infant massage. warm clothes and roll him aroudn to loosen any gas bubbles.
