It's been my experience that most people's moral limits are defined by whatever they think they can get away with.

Right now, if someone gets a 13-year-old girl pregnant, it's considered immoral. The world is overpopulated and most people feel children grow up too fast. However, if we were down to a very low human population in the world, say 100 left worldwide, this would possibly help save our species and the morality would be to keep us alive. So your second definition in your question is more correct.

I would have to agree with you 100%. There are those that do not do this, but society in general does. Those that do not have these "desires" are usually too lazy and non-confrontational to speak out against it. It's easier to "live & let live".

Well, I think that people believe in "situational ethics", so I guess I agree. I don't think it's a conscious decision, though.
