I am the only living relative of her adopted family. she however has a niece by blood. she has no contact with the family who gave her up at birth. my family side adopted her...Does it go to the state. verabally she told me i could have her estate.

It will go to the state. If anybody else gets a share, it will be her closest living blood relative.

A verbal agreement means nothing, if your family officially adopted her then you as her only living relative have a claim, if you can prove that you looked after her in any way then that will help also, get proper legal advice to find out where you stand, but I wouldn't get into a long legal battle with her niece as you may come out with nothing, look for a compromise.
