Two things I can think of for you to try: SOS scrubbing steel wool pads, or straight bleach and water.

If all else fails soak a folded paper towel with white vinegar and let sit on the area for about 40 minutes. Pull up towels and try to scrub off. If you notice an improvement then repeat with he vinegar until the stains are gone.

Good luck! :)

Vinegar or an acidic cleaner like Showers-n-Stuff left to soak for 30+ minutes should cut through the gunk.

Sounds like it might be rust or some other oxidized metal...
Perhaps vinegar?

Just scrubbing will probably not help. Soaking may do the trick.

Polish it out with abrasives. First get yourself a sheet of 2000 grit wet/dry polishing paper at Lowes. Rub it out with that fine grit paper using it wetted. Then polish it to a high polish with standard automotive type rubbing compound. It will be gone for sure and your sink will look just fine.
