This story is set in the early Victorian era.
Jane causes her sister, Anne, to have an accident during their horse ride. Anne, from her head injury, becomes blind (Or should I make her crippled?) And so Jane feels guilty and so spends the rest of her life feeling guilty and trying to make up for that guilt by always helping out her sister. Of course, this isn't the entire plot, but just the overview of it in order to ask whether Anne should get blind or crippled. The problem with making her a crippled person is that I don't know how one is to tend to crippled people. I tried to research about it, but the information is difficult to find

If you want her to be cripled, pick a cripling condition then research that specifically. You could make her a parapleigic or hemiplegic. You could visit a hospital where people with these conditions go, and even ask a patient about details, then dedicate your book to them for thier help. But if you are not having luck then go with the blindness. Either way it sounds like a good read.

Your idea is very similar to the plot of "Whatever Happened to Baby Jane", Except that it was a car, and the plot twist is that the sisters were drunk at the time and the non-crippled one just assumed she had done it. The crippled one let her believe it for all those years.

You might want to research hospitals for the era. The care was quite barbaric. Like Victoria's grandson, the future Kaiser Wilhelm - he had a crippled arm from a birth injury and they would shock him with electric prods all the time. It turned him into a meanie.

lets not to too cruel,lets just make anne blind.there are many people in the world who are blind.as for rehabilitation,anne can learn braille.so she can still enjoy her life from reading fantastic books.as it was only an accident tell anne,there is no turning back the clock what happened,happened.in fact turn it into a love story.while anne is in rehabilitation she meet a sighted man,who falls in love with her.they marry,have children and live happily ever after.blind people in todays society are as good,sometimes even better than people who can see.they work with the general se public,doing all sorts of jobs.no institutions any more,at least anne can still have memories of her past her past.she can remember what colours are the green fields.the down town hustle and bustle.although this accident did happen anne seems to be living a fruitful and happy life to me.dont blame yourself accidents happen all the time
