Since its beginning. Japan has always preferred to go it alone, not even allowing visitors until the 19th century basically. Since then they have followed the same all for one mentality they've had since the first emperor. The work together in everything, including business, which often gives them a tremendous edge when competing. Their culture has always been based on the obedience of all to one authority, even when they fought amongst themselves, so for them to be a political, cultural and economic unit is the natural expression of their history. It would almost be completely out of character for them to do otherwise.
