Let me first state, I have never done this, but this is the way I would do it. Enlarge the quote to the size to fit your frame on regular paper. When you have the right settings on your printer, insert a sheet of vellum paper and print to that size. If you want only the lettering to appear, print on a transparency sheet. If you don't have any of these sheets, have the transparency printed at Staples (or someplace like that).

I've worked with vellum and glass for years, and I really don't see a way to combine the two.
Vellum is pretty tricky. It doesn't adhere to things well, and since it is so transparent anything you use to adhere it to the glass will show through. I also don't think Vellum will keep its shape very well either, I would expect that it would ruffle and bubble up.
If you are dead set on getting the quote on the glass, do this.
Tape the vellum to the inside of the glass so that you can read it clearly from the outside. Using a permanent glass paint pen or maybe some glass paint trace the words onto the outside. Then remove the taped vellum from the glass...and voila..instant quote.

Vellum won't rub off. Can I suggest you adhere it to the photo (or whatever) you have inside the frame? If you really want it on the glass, I think the best thing to adhere it would be to use vellum spray. It's a little expensive, but a little goes a long way. Just spray in a well ventilated area. No marks.

Oh yes, there are lots of different companies who make specialty glues for vellum. Go to local scrapbook stores or web sites and search for vellum adhesives. Some works well and some not so well. Sometimes it seems I see my adhesive no matter what I use for glue. I will most often will punch small holes near all four corners of the "phrase" and use small scrapbook brads to attach the phrase to the project I want it on. I like the look and I don't have to worry about if an adhesive shows now ( or if it will show up later on in the life of an album) Brads are cheap and you can use the ones you find in the office supply aisle but you wont get them in the fun colors like the scrapbook aisle. Walmart usually has them. If you are working on a project now and don't want to go to a store I have tried this trick. I have taped the top and bottom edges of the phrase with simple scotch tape ( which should be fine in a scrapbook as long as it does not touch a photo) Once I have the phrase where I want it, I use scrapbook archival adhesive to put ribbon strips over the yuck looking scotch tape. If it is on vellum I don't believe it will rub off. There are special kinds of items with rub off. But if you buy vellum with a quote on it, it won't rub off.

The only option that I see is to use decoupage. To do this, take some glue (regular white glue is fine, or you can get craft glue or specialized decoupage glue) and water it down. Figure out how you want the quote(s) arranged on your glass frame, and decide if you want to add anything else with it. (Often people will use pieces of colorful tissue paper, or specialized decoupage papers.)
Put glue on the back of the pieces you want to stick on the frame, and position them. Smooth out the paper so that there are no air bubbles underneath. After they are all glued down, paint a layer of glue over the top of everything. Let this coat dry, then paint a second coat.
