In Wind Waker, I could have swore I heard Link say "Come On" to the statues to follow him in the Tower of the Gods. Don't beleive me? Play and hear for yourself.

No, he doesn't talk. Not even in speech bubbles. However he screams when he slashes with the sword or jumps, groans when he's hit and so on.
But talk, no.
