Normally no. You must however provide internet access, which will cost money. But the games itself will be free, as long as its not a MMORPG like Final Fantasy Online.

yes it does buddy, first you have to have an internet line either in your room or wherever you have the ps2. then you connect with the ps2 but i believe you can buy internet game cards like xbox live in stores. i'd recommend that. hope it helps. =)
