Believe it or not in Tennessee a backhoe still qualifies as farm exempt and the operator doesn't need a drivers license.

Most states I've been in .Which is a lot .You don't even need a drivers license for what is considered a slow moving vehicle .Which is most equipment except a truck of course .States where a license is required a regular drivers license is qualified .
