Not necessarily. When you use cable internet, you are connected to their own gigantic network. Unless they worked at the cable company, they couldn't tell any more than what your internet provider was.

Your internet service provider knows where the particular IP address is located, so If you are being stalked by a person that works at your ISP then yes. Otherwise, people can only find out what general area your IP address is (usually which city).
The government and RIAA can find out this info only by subpeoning your ISP.
