okay idk if its the timing..and ive heard very generic advice..just say hi and introduce urself and ask for there name....but ive tried saying hi and when i ask a question it seems like there trying to ignore idk if its that just the way i said it or what

To making your intentions clear do you want female friends in general or do you just want to sleep with someone? Always try to make friends with women first you will understand them better.
