Shops do that test to see if the computer is registering any codes, from electrical, sensors, vaccume etc. Pretty much telling the tech how all of the cars componets are operating, but they cant detect all problems.

modern cars 70 cars and up for the most part and all new cars say 1999 cars or trucks will have a computer in them.
the computer is hooked up to sensors all around the car.
the computer is now capable of letting the mechanic now some usefull info about what if any thing is wrong with your car.
thats about all .

i own a repair shop,and its where they hook it up to a computer and read off the computer from the car ,to find out if it has any trouble codes in it,and it also tells what may be wrong with your car,but that's what it is,it helps mechanics do a better job when repairing a vehicle,good luck i hope this help.s
