I heard that Windows Vista monitors illegally downloading from things like Limewire and reports them to authorities. Is this true? Is that even legal?

Yes and it will shut down your video and audio cards as well. Read the info on the link below and you will find that is has too much controls and they are already having tons of complaints, Driver problems, a big hole in Windows Defender and three law suits . I am sticking with XP and XP Pro 64bit as they will be suporting them untill 2014.
