because it is probably stuck and choking out the engine, there is a cable from the steering wheel to the fuel.

Apart from the conspiracy theory (Are there any black helicopters around??) perhaps there is a reasonably powerful radio transmitter located in the building nearby that may be upsetting the immobiliser.
NB does the street run thru area 51?

Could be overhead or underground power lines causing a magnetic field strong enough to knock it out.
Could be part of a logic problem for the classroom.

It's that all powerful "big brother is watching you" camera that's puts out elecrical current enough to stall you and keep you on camera.
