If you really want to put in the sweat to learn, you just need notepad and a few good tutorials and time to practice. Google "HTML tutorials" and you'll get tons of results. Some are dry and hard to follow, but eventually you'll work through it.
If you need to make something more urgently, you can use something like Frontpage or Dreamweaver, or even Yahoo Pagebuilder.
Basically, take it one skill at a time. Start with making a page, then text, then formatting text, then images, and so on. But eventually you will have to get into image editing and other such things. Good luck. ^^

There's tons of books on HTML that you can read and keep as reference. There's also the World Wide Web Consortium. This is the organization that develops HTML standards. They have a bunch of resources at their web site:

There's also classes that you can take at schools, and computer users groups. Best of luck to you.

There's various and sundry tutorials, but you absolutely must keep the official recommendation from the W3C handy. Go to http://www.w3.org/ and find what you need there. (HTML is also only one part of a website; prepare to learn CSS, image editors, Flash, JavaScript, etc.)

well there are number of ways through which you can practice html
1. there are great number of sites like www.w3schools.com, etc that have tutorial that help you learn html online.
2. you said that you wanted to build a site that is simply difficult using codes. you can third party tools like microsoft frontpage, macromedia dreamviewer, etc,
3. in addition portal sites like hi5.com, zorpia.com help you learn html through real application.
