If you are asking about raising bats anywhere in the U.S., bats are a species protected by law and some are endangered. Unless you have a special kind of permit, you can not have them legally in your possession. Bats have to learn to catch insects on the wing (in flight) so don't usually learn that if raised by humans.

Yes it is. I'm not sure why. They are very helpful controlling the mosquito population.
