my gpa is around 3.7

There's really no reason to go to a Cal State with that GPA.

There really is a pecking order. UCs are top, then Cal States, then the community colleges. Certain Cal States have some programs that can be considered above UC Riverside or UC Santa Cruz, but not compared to the UCs above them.

Obviously, you try and go to Berkeley or UCLA, and then just work your way down.

3.7 is a pretty good GPA. You should be looking at UCs, not Cal States.
