My neighbor got into a shouting match with my lawn service provider. She didn't like the way he was mowing my lawn so she told him off, got her husband involved and apparently to avoid any future problems the lawn service people decided to stop. Now I have to get another person or company. She happens to be president of the HOA. Is there anything I can do or file a complaint?

Get a new service and ask the new people to inform you immediately if they have any problems with your neighbor. If they do calmly step out and ask the neighbor what's wrong and what you can do to remedy the situation. If you or your lawn care service isn't doing anything wrong and the neighbors are being unreasonable then inform your neighbors that your lawn care service has a job to do and ask them to go back to work. If the neighbors continue to scream and yell or threaten either you or your lawn service people call the police immediately. It doesn't matter if they are the Presidents of the United States they are violating your rights and the rights of your lawn care service by screaming at you. In the long run it's YOUR home and YOU own it...Not the HOA.

Don't mow your lawn for a few weeks. Then when she complains, Tell her your guy quit and nobody else wants to take the job, and she should mow your lawn. I know she is your neighbor, but if you cow-tow to her she will just think she can do it again. Yes I would file a complaint with the home owners association. So what that she is pres. They can't do anything to you it mostly nonsense and people on little power trips. Other members of the board probably know that she is over the top, and will not necessarily go along with her. It is not like you will ever be friends so go for it.

Talk to your neighbor about it. Ask if something/ or what was done to upset her. It might be something reasonable - I had a situation once where the lawn service for one of my neighbors had been blowing leaves into my yard. I would rake the leaves from my lawn & bag the leaves, then a bunch of leaves would 'mysteriously' reappear in my yard while my neighbors lawns would end up pristine. It was really frustrating. One day I caught the lawn service guys in the act. I didn't yell at the guys, but I did walk out on to my lawn so they saw that I was there and they immediately started sending the leaves the other way (onto someone elses property). If they hadn't stopped I might have yelled though.

In my opinion those guys were not just messing with me, but also the people who were paying them.

Something tells me there is more to this strory. Were they violating some rules (like mowing too early or using water during drought-restriction)? If you really feel strongly about the situation, then sure, you can fight. There are usually appeal clauses in the covenant. You can even run against her for the presidency (and then force her to use your guy :) ). I agree with an earlier answer, though, that this is probably not worth fighting about. Make some cookies & lemonade, take them over to your neighbor, and tell her you want to be a good citizen and please the HOA. Then ask her if HOA can help negotiate a good rate on a lawn service that they approve of.

if there is nothing about the way you can/can't mow your lawn in your ccrs for you hoa then she can't do squat. I would hire the guy back and file a complaint with your HOA, whether she is president or not. If you are not breaking any rules she needs to shut her face. I wouldn't hire the guy she uses, she probably gets kickbacks for references.
