yes but cleaning it too harsh or with certain products (soaps) can also cause a yeast infection which is red and itchy.
best to clean with water only, lots of it

No, it has it's own cleaning mechanism. You can have itching from not cleaning the outside, not the inside. Also you may be allergic to the soap you wash your clothes in or to latex, if you are having sex and using a condom or a toy with latex. it can usually be taken care of with vagasil or drinking cranberry juice and making sure you dry well and don't use bubnblke bath or panties without cotton liners to absorb moisture, it can cause UTI wearing thongs. I have a friend who didn't do it properly and had itchign and redness, she later found out she had an infection and went on antibiotics, she was pretty much fine but lost all sexual desire and some feeling down there. Get it checked out immediately

The vagina is a self-cleaning organ. By cleanng it, you're causing that redness and itching.
