A normal mousepad provides a smooth, even surface for the ball to glide across. Some older optical mice required a special checkered-glass mousepad to properly receive the direction they were going.

Could you possibly have meant a "touch pad"? That's actually a good question. A touch pad works by detecting changes in capacitance in a matrix caused by you touching the pad. When you touch the pad, you change the capacitance of the material underneath and tell the chip inside to start scanning the matrix. As you slide your finger across the pad, the chip will track where the changes are occurring and move your cursor in the same direction as the changes are moving.

well i'm not real sure how you mean this question, but as far as I know....it sits there...on ur desk....with ur mouse ontop of it....and it works better than the desk itself cause it provides a raised, smooth and even surface for the ball to roll over. hooray for inventions!
