Does this mean that at certain times someone is stable while at other times they are not? Or does this just mean that someone is mental?

Also, how do you know someone is not right in the head? Like for people on the verge of becoming mental, how do you really know if someone is really mental or not?

In my opinion it's simply one of those vague terms that people use with no sharp meaning. It could for example mean that someone expresses their feelings in anti-social behaviour, or in attempts at suicide, or in verbal rage and tantrums. It usually implies that the speaker thinks the "unstable" person is not using their rational brain enough.

I don't use the language of your 2nd question either. I find it much easier to respond to people and their fears or hurts individually than with labels like "mental".

the form you fill out for a firearm purchase has a few questions that you need to certify as true, you'll have fingerprints taken and go through a FBI background check. having depression or being on medication for depression doesn't disqualify someone from purchasing a firearm, because a huge number of people are on anti depressants. the form states that you certify that * the person has never been adjudicated as a mental defective or has been committed to a mental institution. so that means that a judge/court system has to certify you as being unstable. also if any dr. or cop thinks you are a danger to yourself or others they can put you in the4 hospital for a 72 hour hold.

It means a person is a potential danger to their self or others.
You usually do not know if a person has mental problems.
People like to hide that kind of thing and mental health workers have confidentiality rules.
Sometimes you can see what people are thinking by their body language but not always.

being mentally unstable is simply put, being off your rocker. people change and sometimes it could be because of a mental problem or it could be because they have a lot of emotions and can't sort them. but further testing is usually needed for that. you can usually tell that someone isn't right in the head because the are usually excluded or out of place with regular society. but of course further evaluation a physcological condition is needed
