The critical factor is politics does not address God's teachings. Some christian people share, they offer land, homes,
places of learning. Why education is so important is your duty.
You have to be honest and do work that you love. That makes
you hold conversations with intellect that is worth hearing. Only slaves, servants, serfs, and hobos talk about great things.
That is their place. Do not think that you are alone, you need to
share, love, light, freshness, beauty, peace, knowledge, hope
and this makes your faith realistic. You have to talk within the
form of understanding, interacting, listening and learning. Value
of time, validation of learned answers is right now where you are. Keep music, art, design, hobbies, reading in your life for
a broader concept of sharing ideas. here is some fun reading

Start an organization, better yet see if you can find an organization or two that want what you want. Then jump on board. There are organizations for just about everything.
Write letters to editors, or start a webzine.
Do research and get facts.
Find fairs, festivals, etc and get booths.
First of all though make sure that you have an arguement (thesis, whatever) that you want be ashamed of later.
P.S. The PTA rarely has any power if it is an American (I am assuming it is American, because of your termology) Public School, go to the Board of Education, sometimes they dont really have power either, but as Leo said, start small. It is considered bad....politics (lol, or at least bad manners)....to go straight to the top.
By the way people do listen to kids if they say something worth listening to, and in 'xines, and letters, no one knows your age. unless you tell them

It isn't just your age. First impressions always impact how humans react to others. That smelly fellow that slurs at you on the street corner is also not going to be listened to. But first impressions are a speed bump not a road block. Speak intelligently (grammatically, calmly) and patiently and show that you know your subject and people will listen. Not because you are 15, but anyone who wants to be listened to has to present themselves and speak so people will listen.
But to be listened to you also need to be worth listening to. None of us (well at least not me) can pull wisdom from the air. Study the issue, read what others have said, don't try to come up with a new idea but to take the best of other ideas. In doing that you will have something worth hearing and (in my experience) sometimes something really new will pop into your head.
Armed with knowledge, a serious tone and respect for your audience you will be listened to.
One touchy subject for the young at heart, sometimes your appearance can turn folks off. Books by cover and all that aside, it is just how humans are. You can overcome it with the other things, but looking serious will make things easier.

First off the World does not care about your school system. You probably should start with your School Administrator or your PTA. Working issues at the lowest levels more than likely gets them worked much faster. You certainly have the need for attention like a politician. Good luck.

Check out the "Op Ed" page of your local newspaper (it's usually especially interesting on Sundays). Not only can you write "letters to the editor" expessing your opinion, which may or may not be heard, but if you write well enough, you might even be able to write an "op-ed piece" or editorial, and get paid for it, and have your picture posted beside it. I'm not saying you'll necessarily succeed right away, but if you look at how other op-ed writers do it, maybe you *can* be a strong voice for your generation. Good luck!

Congratulations! You just took your first political Step. Come on now, that's it, one more...and this time could you write a letter detailing all the issues in a clear and concise manner so it doesn't confuse anyone.
Join your school Debate team and get noticed. Or get on the President of your school honor roll. 4.0 is a good number to earn.

Then you make yourself heard. I know it's hard when you are young, but if you make yourself sound intelligent, write intelligently and correctly and are logical in your ideas, people will not only listen, but be impressed. Start by running for class President, study, study and study. Write to your Congressman, create petitions, get involved in political campaigns....
And, despite what Leogirl the cynic says, we do care about your school system.

I'm glad to see you have strong determination in your goals, and strong opinions. Unfortunately for you, society is built on all sorts of variables, age being one of them, to most, your still a child. The older you get, the more they will listen. So don't give up, just try harder, they will listen eventually.
