Yes. It is safe, but the border area is always dangerous, (drugs, gang wars, rape, kidnapping, murder). It is especially dangerous for women. Other than that, Mexico is generally safe if you take precautions, as with any place.

An unfortunate incident, to be sure, but no different really than what goes on in downtown LA every night. The Mexican border is not the home of the drive-by shooting.
I lived in Mexico for 10 years and intend to retire back there. While there are a couple of places down there I would avoid because of the drug traffic problem, the country as a whole is, in my experience, safer than my home country, the USA.
The problem is that every time something happens to a tourist in Mexico, there are banner headlines up here and the State Department goes off the deep end. If we posted notices every time a foreign tourist is injured/killed in our own country, we'd have to warn the whole world that it's too dangerous to come here and that, of course, is absurd. It's no less absurd elsewhere.

This is hilarious. We have drive-bys here and drug here too. I have been to *GASP* mexico city and I am fine, been there three times and am planning on going back soon (I hope). I really miss it down there and I miss my in-laws.

Of course it´s safe!!! That´s just one city of the whole country. Not everywhere it´s like that. We live a very normal life. Come and visit one day,,byeee

Mexico safe? Yeah, that's like saying dynamite won't blow your fingers off if you light it and don't throw it. Those border agents did nothing wrong...they should have aimed a little higher.
