Use a free webshosting servce (like angelfire.com).

when you use these services, you will choose a website address like www.angelfire .com / my/website . the best way to have people return regularly is if you shorten that address to a .tk (www.dot.tk). your end result can be www.mywebsite.tk


and lastly learn your languages or ask a friend to help.

you will need a foundation in HTML for the webpage, but might want to consider a more visual and appealing language for the music player (might i recomend flash )

It should be the music you own the copyrights to, or the right to distribute it, or you'll invest a lot of time, and be forced to take it down.

I'd say try purevolume.com and set up an account with them. I think if you're good with technology you'd be able to figure it out... I'm not, but you might be.
