Yes, but first priority is community college students. Second priority is students from other UCs. After that is everyone else, so good luck. You might not be able to get into impacted programs like psychology, but might be able to get into less popular majors like medieval studies and comparative literature.

Yes you can, but you're going to be at the bottom of the list. If you're going to transfer to a UC, just go to community college and do it from there. You have your best shot. They don't take that many transfer kids and the overwhelming majority are from community colleges.
