you'd look at:
25-12
21-15
and see that the first team has 4 more wins and 3 less losses so team 2 would be 3.5 games back of team 1.
You see how many more wins and fewer losses a team has than you and divide by 2
other than that if a team is 30-12 and another is 31 and 13. Statistically they are tied but then it goes on winning percentage and the first teams is higher

GB stands for how many games they are behind either the conference leader or the division leader.

GB=games behind=how far a given team is behind the first-place team.
For example, if team A is 45-40 and team B is 44-41, team B would be one game behind. If team B wins and team A loses, their records would be the same (45-41).
(btw there are only 82 games in an NBA season, so these records wouldn't happen, but you get the point)
