I wouln't add a necklace as it will take away from the neckline of the dress. If you do a short silver chain with a single large pearl would be pretty.
I would have a manicure NO LONG NAILS.. Something light maybe a light pink or a french manicure. as you don't want to take away from the dress.

I would go with skin tone nylons if you go with an open toe be sure to get the hose for that. For a Christmas party I once went and bought the spray paint glitter .. the night before I sprayed the glitter on the hose and let them air dry so they wouldn't stink... It was very pretty.
This dress is light and will show a panty line so be careful picking your underclothes...
I would pick an updo with some some classy pearl earings very simple... You have to decide.. do you want the dress to bling or your jewelry... It is your choice.
As for your makeup...
Very Light and natural... Try adding some sparkle to your eyes with a light dusting of glitter. I would wear a sheer pink lip gloss. You could even add a smokey look to your eyes.. Becareful as they will look blackened if applied to dark.

NO WHITE TIGHTS! big mistake. ballerina flats = YES! Flats are perfect, but since this dress has so much going on at the neckline, definately stay away from necklaces of any sort. I think your best bet would be the gold bracelet, maybe double up on them though. Or wear something that is a little thicker. Try Target, they are inexpensive, and their stuff looks great!
If you really feel the need to wear tights, wear a nude color, so not only are you keeping warm, but they aren't noticeable!

Quite frankly, the white tights are out!! This dress is far too feminine to pair with tights unless you make them sheer and wear boots. Hosiery isn't "in" right now. It may be cold, but I'd go with a shimmering lotion and forget the pantyhose. Gold is always good, especially if it compliments your complexion. I don't like much color with classic black unless it its white. The ballerina flats sound good; so would a smart new pair of wedges. Cute dress there. Wear a smlle.

Well, that dress is very sophisticated... so, you might like to wear your hair in an up sweep with some dangly white gold earings. And a high heal, maybe like some black pumps, with lots of straps going up your leg. This will compliment the dress' sophistication, without being to serious. And i wouldn't wear any necklaces, becouse that might destract from the neck line. Also it may be cute with a few white gold bangles. (Super cute dress though.)

black mary janes, no tights!!! and silver jewelry, if no mary janes I would go for black flats or black high heels (no tights or hosiery!) No mid heels. If doing with a guy definitely mary janes if with the girls flats is fine. If with guy and have no mary janes go with the heels. Some silver jewelry but don't over do it. Jus tsome nice silver hoop earings a feel silver bangles and a modest necklace (however I recommend no necklace. Good luck!

How old are you and where do you plan to wear it?
My choice would be off black sheer hosiery and low to mid heel black (or black shiny) pumps with some sort of embellishment - different textures or tucks or maybe a bow?
Accessories - a vintage look multi stranded bracelet and matching (or coordinating) earrings.

I think the flats will match the dress, with a long gold necklace. Don't wear the tights.

No to the white tights. If you're going to do tights, go with black. The ballerina flats are okay, again, if you go with black. Gold hoop earrings will look good too depending on how you do your hair. I also think a small black clutch would be nice.

Definitely no white tights! Id say get a big chunky necklace in a complimentary color, some nice dangly earrings and whatever shoes you feel confident and comfy in!
