King David established Jerusalem around 1000BC when he brought the Arc of the Covenant to the city

Actually the people who established Jerusalem as per say were the ancient Cananites who built the city around 2,000 B.C. It was already there before the Israelites were supposed to have come around the year 1251 B.C. It was known as Salem and it's name was changed when the Israelites captured it in the reign of King David (c1,000-960 B.C.)

After that it was ruled in turn by Israel, Judha, Babylong, Persia, Alexander the Great, The Seluciuds, The Romans, The Byzantines, The Omyriad, Umryiad and Abbysiad Caliphates of the Arab Empire, The Fatimid Caliphs of Egypt, The Crusaders, The Ayoub dynasty of Egypt, Frederick II of the Holy Roman Empire, The Mamlukes, Ten thousand Kwarisam horsemen-fleeing from the Mongols, The Mamlukes again, The Turks, The British, Divided between Israel and Jordan and 1967 Israel. Jerusalem existed since Canaanites inhabited it in very ancient times (it was known as Salem). Years after Israel conquered Canaan and Jerusalem, King David change Israel's capital from Hebron to Jerusalem, and ever since, Jerusalem has been the eternal capital of Jews and Israel.

Jerusalem was established in neolithic times and was conquered and rebuilt by many waves of diffreent nationalities including philistines, canaanites and other semitic tribes.
