Tony Blair announced back November 2006, British intentions to withdraw troops from Iraq. I'm not sure if the troops are getting re-deployed to Okinawa, but this week Blair announced that 1500 troops will leave Iraq followed by another 1500 a few months down the road, leaving ~4000 troops left in Iraq. Blair is under intense political pressure back home like Bush is too develop an Iraq exit strategy.

Most of the Brits are against the war. That's no secret. So look for the Brits to begin a slow withdraw within the year.
