Rights exist without needing any government to grant them.
A government's role is to protect the rights of individuals, not to grant them.

Can an individual exist without government. I'd say yes. An if an individual can exist without government then individual rights can also exist.
Our rights are not gifts from government but an endowment from our creator. Like the Declaration of Independence says. To preserve these rights governments are instituted amongst men, (individuals). There are two separate lines of thought. One being that our rights are gifts of government and the purpose of the individual is to serve the state. The other and by the way, same as the founders of the U.S. believe that government gets it's power from the governed, and the purpose of goverment is to protect our individual rights, not to decide what rights we shall and shall not have.

Individual rights can exist with or without a government. But, we need a government to see to it that our rights are not violated.
We need someone who will stand up on our behalf when someone else says we don't have "freedom of speech, religion, etc."

emphatically no, Individual [human] rights cannot exist without a government which is for freedom. Very few nations in the world today believe in human rights. Sad to say but true.

Without government anarchy exists, and within anarchy the person with the most 'power', be it physical prowess or the 45 caliber equalizer, demands the 'rights'. No government, no individual rights.

Of course. Certain rights are inalienable. The do not come from government.

Government is needed, otherwise the strong will enslave the weak.
