Well, I think in some cases it's where you are putting ten or more people in fear of losing their lives... Like, with school shootings... they consider that an act of terrorism. And I think that I agree. No person should have to go somewhere and be afraid to die. No one.

that makes people frightened or hate for /by rerason of a lie for us to act or react in a way that spreads more unreasoned fear
or worse so represses those disfunctionable people to copy cat the lie or try to subvert it into truth.
