It probably already exist but just like aliens what is so significant about out place and time that will attract them to want to come here? Maybe they are studying the past of other worlds we have yet to discover, or maybe they use it for space travel and that is how they cover great distances in little time. If its possible in physics and science then it has already been invented and used somewhere in the future.

no, if a time machine exists in the year 1000 it does not exist now. However, if it could travel back to now it could exist here, but that is no automatically true
