9) don't know if I'll be 1 of 250 nationwide to go to Germany for a year for free (still pending)

What level or tier of college should i aim for?

Interests are mainly history, social sciences, and maybe a little art

would definitely consider pursuing a political science or history major.... business is also a possibility (never had any experiences with it though)

It depends on what you intend to study. Just because a school has an excellent reputation doesn't make it the best in every category. Every school has both strong and weak programs. Compare potential schools by what they offer in your major. How modern is the equipment? Do they have enough for each student? What accomplishments does the faculty have?

Ask another question, but be specific, such as "Which school has the best undergraduate program in ..."
