No, their necks are the same body temperature as the rest of the giraffe. Their necks have very good circulation and are warmed by their carotid arteries which carry blood from their body core to the brain and head.

I wouldn't think so...they do live in Africa, plus their hearts are extra big in order to pump the blood to their heads, which needs to be kept at an even temperature.
