The community college I work at held a student activities council poker tournament with cash prizes.

Isn't there something illegal about this?

Normally, I wouldn't care, but I want to bring down the dean. He's a shady character, and everyone wants the guy gone.

Well, bringing down their dean is everybody's dream. But it's pretty hard. You have to know where the money comes from. It's probably legal if it's the dean's own money. Even so, people frown on cash prizes. You also need to know if it's sponsered. That is also legal. You also need to know who is allowed to join. If they allow the public to join, that is definately illegal.
However, according to what you said, I'm pretty sure it's ok. Your dean's competition should be strongly discouraged, but legal. Unless...someone were to *accidently* slip out to the media about the competition, there would sure to be some people who would be furious....

There's nothing illegal I'm afraid to say. As for the devil dean of yours, you will have a tough time bringing him down because he is an employee of the state or county, and lord knows that civil servants are hard to fire.
