so why am I limited when I'm told as a limit 2 I have unlimited questions, answering and voting rights?

Level 2 only allows you unlimited ratings, not unlimited questions and answers.

Level 2 is not unlimited. it is about 40 questions and 40 answers.

nope, not unlimited until u reach about 5 or 6.
