1) Check with local school districts and ask (maintenance dept., most likely) when or whether they are selling surplus vehicles.
2) A site off the 215 is a storage yard for a zillion buses. Thus, I know that some companies acquire them, obviously for resale. Check into this, also.
3) In California, one needs at least a Class B license, if not a Class A to drive a bus because of the size and number of passengers (possible, whether occupied or not.) My wife's uncle has a Class A so he can drive his RV.

Just as there are automobile dealerships, there are also dealerships that sell (school) buses, although they are not as numerous. (I worked for one one summer). Find them in your local Yellow Pages. They will have both new and used buses. Since most states/Provinces consider school buses to be a commercial vehicle, YES you would have to have a CDL to operate it legally. and if it were just large enough to have air brakes, you would also need an endorsement for air brakes.

There are no school buses in Hell, only those mean old teachers with horns.
Short school buses are on Ebay, pretty cheap.
