Mogae is the president of Botswana (in southern Africa). Generally a sound leader (compared to the rest of Africa) but he and his government was widely critisized recently for the way the treat the San people in Botswana.
Eskom is a South African power supply company and one of the biggest in the world.

Eskon as you refer to it is the State Power utility commonly known by South Africans as Eksdom ( I am stupid) because of the frequent breakdowns and blackouts caused by their gross incompetence.
