People change because we learn. The more we learn, the more we realize that our previous behaviors and beliefs may not be as right as we had hoped. Or we simply want to improve who we are.
As for being about someone one minute and not the next . . . . that sounds more like immaturity and a lack of self awareness than someone changing.

Change is inevitable.
Think back to even two years ago; are you the same person now as you were back then? Of course! Your grow, you learn, and experience life. You can't expect to not change at all in your lifetime.
As to your question about liking someone and then not, opinion change. People change. Let's say a guy named Matt liked a girl named Laura, but she kept pushing him off. He got to know Laura and realized she was a jerk. Why keep liking a jerk?

Your question doesn't make sense, but if you mean why do we change (personality wise), we change as we experience, because we incorporate the new knowledge and place that into our behavoir patterns.
If you mean how can someone be "in love" with someone, and not a few days/weeks/etc later...hormones, experience, growing apart, any number of reasons. Life evolves, changes, it's nature...it's life.

Because they develop a new outlook due to the neuroplasticity in their brain.
[neuroplasticity is when our brains rearrange to form new connections and pathways in different parts of the brain due to learning something new, or rethinking their current outlook on life]
and, they may not choose to keep a specific item in their life. Sometimes the guilt or other things that overwhelm them may cause them to force themselves to ban another person completely from their life.
