I don't know what constitution was written in 1987. Based on normal use of the terms, the constitution is divided into 'Articles', each Article is divided into 'Sections', and each section is divided into 'Paragraphs'. Article 3, Section 12, Paragraph 3 would be the 3rd paragraph of the 12th section of the 3rd article.
